Hello. I have recently been plagued with a very serious GPU problem involving its minimum clock speeds. The clock speed sets itself way WAY to low and i am experiencing symptoms that range from unpleasant to system shattering. I currently have an amd r9 370 (r9 200 series).

As you can probably tell the symptoms ive experienced are very severe. Other symptoms include screen jittering (it looks as if someone is bashing a hammer on the top of my screen, causing the entire picture to move down for a fraction of a second and it goes up and down and up etc...), the blue pixels but in red, and screen tearing that looks like someone ripped my screen in half. It can affect me at startup or when im using the computer. The problem itself started when i think i updated my drivers from the amd settings itself. At first it was just the hammer screen bashing but then it was complete system collapse. I have tried to raise the clock speeds through using MSI afterburner, no success. I have tried using AMD settings software, no success. I have tried using MSI afterburner after i deleted amd settings, no success. Tried rolling back the graphics card and, welp, you can see where this is going. When im playing games, the clock speeds raise themselves because ive made profiles for them but for startup and google chrome the clocks minimize themselves. Just today i alt tabbed in a game of league and the clock speeds literally shot down to minimum and boom system crashed. Can someone PLEASE suggest ways to fix this ive included amd settings stuff below. Thanks for reading and have a nice day!

Is your gpu ocerclocked? Do you have integrated graphics you can try?

300MHz is normal for idling clock speeds. I would try reinstalling the drivers first or rolling back to a previous version.

If it was too low to operate normally I'd think worse things would happen like not outputting anything or BSODing.

what are your temps like? It might be going that low because its overheating.

nope i would experience this problem when the pc is first booted or when i would start google chrome, so there heat is no problem. The hottest ive seen my gpu go was 95 degrees Celsius and the gpu would stay at its clock speed.

Yes my gpu would normally be overclocked for more demanding games. And no im pretty sure i do not have integrated graphics i can try. If im playing league of legends or just browsing the web i never need my speeds to go above 400 mhz for gpu and mem clock speeds

Yes ive tried reinstalling the drivers and rolling em back. And yeah i have experienced black screens and system freezes and crashes that can only be fixed by the power button. Sometimes the screen would flicker endlessly until i smashed the power button.

Well I'm not privvy to mucking with the lower levels of a video card but you could try looking into seeing if you can find some custom BIOS for it that'll let you run it at a higher speed or hope that all the power options set to maximum will keep it high.

Otherwise it sounds more like the card is dying.

looks like the memory is artifacting. see if you can lower the memory clock or increase the memory voltage

welp i cant go any lower since 150 mhz mem clock is the bare minimum. and when i tried to set it higher my screen started getting hammer smashed again lol. when i increase the mem clock nothing happens it just stays at 150 mhz.

yep set it to 1050 gpu clock, 1400 mhz mem clock and 7% more power and the screen hammering has stopped but it still sais 300/150 mhz. And i dont know if the card is dying ive had it for a few months and ive ran it at the above mentioned clock speeds which brought the temps to about 92 degrees celcius under load which is hot but ive heard it shouldnt annihilate my gpu.
