480 or 1060 on a 1440p@144Hz FreeSync monitor?

That's at stock speeds.  The 1060 is known to OC much better than the 480, which could bump the speed advantage to 20% or higher.

 

I agree with others that at around a 10% speed difference, go with the 480 as FreeSync would offset that speed loss.  But when you bump that speed difference to 20%, that same argument starts to weaken.

And lots of people have been able to get to 1430 MHz on air especially with the MSI and XFX 480.

Neither of these cards is suitable for that monitor anyway. If you have budget constraints, you should drop it down to a 1080p 144 Hz monitor. The Nixeus Vue24A is a great FreeSync monitor which 30 - 144 Hz FreeSync range.
