Second hand cpu faulty?

I upgraded my i7 4790 and I've been getting FPS drops on GTA5 and BF1. I'll give BF1 a break since its only beta. On most high end games, everytime I run or go quick I just lag spike, like cmon? I git around 70 degrees when gaming. Is the CPU faulty or what?
