hey so i just came back to WoW after 6 months due to Legion relaunch and i found that is not running well, altho i get 160fps+ on some areas most of the time is at the 25s and 40s im more than sure than my computer can run it at ultra settings with no problems at all with a OC GTX 970 (i mean the game recomended is an r7-260x), i mean its not even boosting at all and is constantly at 50% load im pretty sure it has to hit 100% on most games, and it does, just not in wow im not running anything like super sampling or a stupid AA solution, just the slider to the max

Maybe your CPU is bottlenecking your GPU. Im not sure since I can't view the images you've inserted and I don't know why. But most of the time, CPU bottleneck is the reason. Check if your CPU is @ 100%  when your GPU is @ 50%.

Try to clean install your nvidia driver, i've met this problem once and I think I've just clean installed it.

Ohhhhh..... Now I remmember. I actually did restore windows and this problem happened after. Try to uninstall all nvidia applications including its drivers and restart. Once booted up, download the latest driver and run it. On the installation procedure choose manual or custom, then choose the path you want or leave it by default, and make sure you put a check on the 'Clean Install'. After installation restart again then test it. Let me know after.

Its actually not nvidias fault. Its actually windows'. Some registry keys are saved during the reinstallation process, nvidia in this case. And when it boots up. The keys are invalid, causing errors and stability problems.

how can that be saved i just installed windows on a brand new drive

Oh. Didn't know that. I though you mean by the fresh install is reseting windows. Anyways you can try what i've said earlier. Its the drivers that causes these problems most of the time.

Do you have all the current drivers for your motherboard?

WoW is very heavy on the CPU so I would see Task Manager and see if WoW is opening extra instances of it's background services/programs.

Interesting. Can you run a benchmark like Aida64 for me? I'd like to know your room temp before testing, load temp after 5-10 minutes, CPU voltage, and CPU clock. I'd like to see if your PSU is pushing the wattage under load.

 

After that do you mind running WoW again and checking your disk usage for all drives? Do you have Tomb Raider? Can you run that as well?

Did you install all your motherboard's drivers? This has a massive effect in performance too. So be sure to install it since you've freshly installed windows on a new drive.

yes, ive been building computers for 8 years, is just that this is a first and it only happends with wow, its also my first nvidia card probably my last

temps are fine http://i.imgur.com/IaxF1uO.png cpu voltage is at automatic and this is only happening with wow, all other games run like they must run

Dont blame something without you knowing what caused your problem. It can lead you elsewhere, try to consider all posibilities so you'll know what to test. Not just focusing on one possibility.

Is your windows power option set to high performance? Balanced is set by default and this does not let your GPU run at its max.

WoW itself? Legion and the prepatch caused problems on many machines not just yours.

How bout your pci link state power management? You should set it to Off. And did you set the Control Panel of Nvidia to prefer maximum performance? It can be found in Manage 3D settings.
