Lan idea?

So i was wanting to sell my old rig due to the nature of it being heavy and just not fit for the task i currently do, i go to alot of mates houses to play CSGO in particular, as such i was wondering if the i7-6560U variant of the surface Pro 4 could achieve 200-250FPS on everything low with a resolution of 4:3 and 1280x960, my friends laptop a HP envy managed 250FPS on charge and it ran a GT 740M and i7-4700mq with a resolution of 16:9 1600x900 on a 17" screen, i wanted the surface pro for school as well and was wondering is it possible to upgrade storage/ram?

My budget was around 2.5K and i constantly travel, i wanted the surface for the fact i can freely use my peripherals due to the nature of not having a keyboard meaning i would have more space, my main concern is FPS as i am a competitive CSGO player and i have been using around 80FPS and want an upgrade, so more.

CSGO, school but that's about it.
