im wanting to replace my power button with a toggle switch, potentially a double  throw for power and reset but i have a question. do i want to use a momentary switch or a standard push/pull on off switch?

For both you will ideally want a momentary toggle switch.

that was my thought but i wasnt totally positive of what sort of switches were used. if i were to use a lighted toggle would it be suggested to use the power light for the light in the switch?

If you were to use regular on/off toggles you would basically have to manually throw them back every time or it would be the equivalent of pressing and holding the power button. As for lighted toggles switches it depends on the switch as some require auxiliary power or will be power form the incoming circuit, but that usually requires 12V.

im thinking separate LEDs for power and HD since i am unable to find let tipped momentary toggles, but now im also finding loose LEDs difficult to find. that search may lead me to a B&M im thinking

If you are just looking for regular 3 or 5mm LED's they are fairly common and can easily be wired up to the front panel headers for power and HDD LED's.

Adding a standard switch wouldn't be an issue as long as you have a momentary button next to it on the same circuit.  So the toggle provides the connection to the momentary button which when pressed will turn on the computer, if the toggle is off the momentary button won't turn on the machine.

this i didnt think of, this may be great for the reset switch as a have a toddler who finds buttons very easily, more work for the button but also maybe much cooler to have to arm the reset switch

found these on the bay, could be a good choice though i think i would replace the switch

That would work but just make sure it's a momentary toggle type switch, something like this would work:
