What is the difference between 04G-P4-1961-KR and 04G-P4-3961-KR.

They are the same price, and look identical

 

 

Also, is this a good GPU for a first time build?

I was going to get the ACX 2.0 version, but it has been out of stock for a while, and the rebate ends soon

and the r9 380 performs better still.

No the GTX 960 is faster than the RX 460.

To attempt to answer your original question, I don't think theres a difference.  Their clock speeds and coolers are the same (link).  I didn't see the 3961 as widely available over here though (on major retailers).  If I had to guess, one may have an slightly different/newer bios, or may be a model for a certain region.  But you'll probably not see any performance difference between the two.  If you had to pick, go for the cheaper one.

 

Now for my recommendation, you could honestly get a gtx 950 2gb and have almost the same performance - the 2gb doesn't make a huge difference on that level of performance.  Or save up a little and get a newer and much better card like the 470/1060 (another $60 or so will get you 60% more performance).  Used 970s are also going for super cheap and well within your budget (and that card would blow away a 960).
