he needs a 800 CAD max build for mainly TF2,Overwatch and Minecraft,he also don't need a ssd or ram(I have some DDR3 And 4 on hand and a 250 Gb samsung ssd and 2 tb wd hard drive),mainly this well be for school though also prefer to be sff but it's still fine if it's in like a S340.He won't need a OS or any perpherials(also if it dosn't sacrifice any performance he would like it If it looked pretty)

I made this build very color neutral. All black and some white/silver.

i5-6500 for great gaming performance. I wouldn't recommend the 6400 because of the SUPER low clock speed.

H110 Pro- lots of features for a $100 board. There's "cheaper" options I could have chosen, but they're only cheaper because of a mail-in rebate. You could switch this out for one of those.

RX 470- Good performing card with a good XFX cooler. This was the most expensive I could get without changing the CPU out.

Phanteks Enthoo EVOLV ITX- An AWESOME case from Phanteks. You'd probably switch it out if you really want SFF (this case is pretty large for an ITX chassis,) but it's super attractive with a big window and support for lots of drives and the largerish graphics card I chose.

550w CXM from Corsair- The CX series sucked, but Corsair switched manufacturers of these PSU's and rebranded it to CXM, and now the series is pretty decent (while retaining the cheaper price point.) 550w is plenty for any current-gen graphics card.

Here's some changes you could make-

Buy a second-hand GTX 970/ R9 390. If you can find one of these for under $300 CAD, go for it. They'll both perform better than the RX 470.

Go Haswell. It'll bring the price down, but you'll lose the benefit of DDR4 and easy access to upgrades (with this build, you can upgrade to an i7-6700 with no mobo change.)

Buy a different case. There's lots of ITX cases cheaper than the EVOLV ITX- but they're mostly just boxes to put a PC in.
