What is your cpu usage when it reaches 70c?

You might want to try remounting your cooler, as 70c at idle is VERY high even for the stock cooler....you should be more around 40c.

Okay, so then it's not just "two chrome tabs" if you're sitting between 35% and 50%.

What else is running? And is that 70c on one core or on all cores? What kind of temperatures and usage do you get in gaming? And when you're gaming, what is your CPU running at -- is it throttling?

Like i gave all my pc parts to a company to assemble it, but could it be that they havent applied thermal paste ? or does thermal paste even matter if my cpu load is like 40ish% ... idk i tried scaning for viruses none detected ... no idea i dont even wanna go to a game a check the temps ...

Thermal paste always matters. It technically comes preapplied on the stock cooler, but it's possible they mounted it improperly.

But there is something else going on other than just the temps. Your usage shouldn't be at 40% with just two chrome tabs and steam open. Download and run Malwarebytes to check for any malware. What did you use to scan for viruses?

I would still try to run a game just to see what temps (and clock speed) your CPU runs at.
