it depends on the silicon lottery (different for every chip), to OC, watch these vids:

that is not easy to say. this heavily depends on the CPU and GPU themselves, as no chip is exactly the same, and thus no chip exactly overclocks the same.

i would guess you could get a pretty decent overclock on that setup though, 360mm is enough if you're just cooling those two components.

4.7GHz and 2.1GHz if the chips can do it.
