Video on second screen starts lagging when in-game

Recently switched from to windows 10 and now whenever I'm playing a game on my primary monitor, the video playing on my second monitor starts lagging.

Searched online and found out many other people are having the same issue, but none of the solutions worked for me. 

 

The game I am playing is set to borderless windowed 

 

What I did so far:

Upped the priority of chrome in task manager

The resolution of both monitors is the same (1920x1080) (144hz)

Changed the multmedia settings in the power options ''when playing video''

Scaling is set to 100% on both monitors

Tried using edge instead of chrome

Tried having both monitors connected to 1 gpu and also connecting them to different gpu's.

 

Some people said to uninstall geforce experience but im recording videos alot with shadowplay 

 

Cant find hardware acceleration options in windows 10, dont know if that has anything to do with it.

 

Both monitors are iiyama Prolite GB2773HS

Windows 10 home 64bit

i5-4670k

16gb ddr3 @ 1600mhz

GTX 760

I have 2 gpu's, each monitor is connected to a seperate gpu atm

Second gpu is a 5670 and don't think its doing anything. That all shoudnt matter though. Think windows 10 gives programs running on the backround less energy or w/e.

It was fine last week with windows 7 so I dont think its a hardware issue.
