The GTX 1060 is the better choice at the moment - it's slightly more powerful and more power efficient.

But seeing how you're also getting a new monitor as well (which presumably is the Freesync one I suggested earlier), get the RX 480. Adaptive sync technology makes a big difference.

I've heard that the 480 is designed for future games as well whereas the 1060 isn't?

That's pretty a subjective view to be honest. It's not that it's 'designed' for DirectX 12 and Vulkan games (I assume that's what you meant by 'future games') but rather 'happens to be' faster than the GTX 1060 in the majority of those games. The GTX 1060 still puts up a good fight; it ties in AMD-favouring games such as Ashes of the Singularity and beats it in a few games such as Rise of the Tomb Raider, although the game itself is an example of poor DX12 implmentation. On top of that, AMD does have the hardware advantage - ACEs for asynchronous compute which gives a small boost whilst NVIDIA can only achieve so much through software.

Anyway, back on topic. The main reason to get the RX 480 is because of Freesync, and in some cases cost. I wouldn't worry about DX12 or Vulkan aspect at the moment - unless you really, really like DOOM.

From your list that you sent me I swapped out a few items for other recommended items and the price went back up of course but what do you think of it so far?

I don't approve the choice of CPU cooler. It's a locked CPU after all. I'd rather get a unlocked i7 6700K with a decent air cooler and overclock it for further performance.

Yeah I revised it and went with the 6700k... What cooler would you suggest then?

Rx480 for High end performance with cheaper price. dont buy the reference version. and FreeSync Monitor tend to be cheaper than G-Sync.

Gtx 1060 has slightly better performance and more efficient. but it will cost u more.

What version would you suggest?

The cards are fairly evenly matched, but I think the 480 is slightly better performance per dollar, at least if what I heard was true. But nvidea has much better software imo with things such as shadow play which might be of use to you. Neither is a bad choice though.
