I am thinking of making this build for my new gaming pc, i saw this build from a youtuber and was wondering if its possible to use the ddr4 ram mentioned below on the ddr3 motherboard 970 gaming.

Can someone please clarify this for me and aswell what would be a best dual rx480 and amd processor 1000$ pc.

- no you can't use DDR4 in that motherboard

- I wouldn't go for dual RX 480, but rather a 1080 and I also wouldn't go with that CPU and motherboard, but rather go for something like i5 6600K and a Z170 motherboard

If you can stretch to $1100USD then I would probably go for this: http://pcpartpicker.com/list/YbsRTH

Intel nowadays is much better than AMD. If you can't go for that then maybe ditch the 1070 and get an Rx480. I wouldn't go for two of them though . . .
