Im using a fresh install of windows 7 SP1

 

When I was browsing the internet the entire system would lock up/freeze with me unable to move the mouse for half a second.

It was only when I realised it was the OS itself when I started copying files. The green progress bar normally has a shine on it that moves from left to right once every 2s or so, the issue is it stops for a fraction of a second every 2 or 3 passes.

So basically the entire OS locks up for half a second every few seconds or more

Have you checked the task manager? If it's a fresh install and you left windows update in "auto" or "notify me", it could be using up your CPU (whether it shows up as wupdate or svchost).

I'm 99% for sure this is ram or hard drive related

What are the specs?If it is a fresh install then it could be updating which uses alot of HDD and CPU. Unless you have 2GB of ram its unlikely to be a issue. And for the green shine, your pc might be updating graphics drivers etc.

Have you tried turning it off and on again?

Well The graphics card is a gtx 560 ti running many games at 80fps and up so its not that, (driver up to date)
I think its windows update as it still has 200 or so to do, thanks guys
