The second thing is a wireless router, it's probably one of your neighbors and Windows is picking it up as a second network because they probably don't have it secured.

It's your neighbor's router. Either it's an honest mistake or it's an attempt to gain access to your data. The fact that you can see it is just a product of how Wi-Fi works and perfectly normal. But to play it safe, don't try to connect to it. So long as you don't, you're safe.

I'm sorry I can't remember exactly what causes this. It's either that they have the same SSID as you or that their Wi-Fi encryption is disabled.

Even though it might be tempting to exploit their ignorance just to see if you could snoop around in their network or download something illicit using their IP address, it might just as well be a trap set up to log every connection you make using it, extract passwords for the data thoughput, inject trojans and so on. The trick is called man-in-the-middle attack or just MITMA.

it could either be another device you have that you dont know much about (like modems or ISP given stuff), or it could be someone else.

 

What sort of security do you use for wifi? Do you leave it open? I suggest you use WPA 2 AES personal with a password. Dont use pin code or push or such.

This post seems at least slightly nonsensical. What domain, exactly? The OP has made no indication that his PC is connected to an Active Directory Domain Controller. And since he's not likely hosting a website from his house, there probably aren't any Website domains associated with his IP Address.

 

VPN Servers can only protect you to a limited degree, and aren't some "be-all and end-all" solution. In fact, he probably doesn't need one at all. Not saying he can't set one up and use it if he wants, but I'm highly skeptical about the accuracy of your claims in regards to his specific situation.
