Clone OS to SSD easy, free?

I'm wanting to replace my parents' HDD with an SSD. It's a far smaller capacity drive than the HDD, but they don't use hardly any of the total space, and what is used would comfortably fit onto the smaller SSD.

 

What is the best free software to use to clone the HDD (OS and all) to a smaller SSD? The SSD would need to then be bootable, and ideally be identical to the current HDD but a lot faster obviously. Currently, the HDD is installed and I can have the SSD connected via USB.

i highly advise a Clean install 

but if you must, Mini Disk partition tool and easeus are 2 good software to choose from.

This is what i used for my ssd. Fast, free and easy to use.

Since your ssd is smaller than the hdd, you should make the hdd partition the same size of the ssd BEFORE cloning the drive.

EaseUS is a bit too pushy with their paid version for me to recommend it however it came in handy why I had to get rid of the software raid thing windows does

I am second @hotweather. AOMEI Backupper can clone only used part on the HDD, so it might be the free tool you need.
