Apple account help needed

I use iPhone and I am not a big fan of it, I need to use it. My father has an apple account which is locked and we did nearly everything but it won't send the email verification code. It says that it is blocked for security reasons and it "send" an email but there is none. Couple months later our second old account got this problem too. I need some help guys and I don't want to pay money to Apple service.
