If you're on about stuttering, make sure you're streaming at a constant 60fps, downscaled to 720p (unless you get partnered) with around 2000-2500 bitrate, make sure the encoding isn't struggling on your cpu, and set OBS to high priority, if none of this helps, your PC most probably can't handle streaming and games at the same time. If its detection problems within a window, and you're using one monitor (not sure if you are) force the game into fullscreen and see if that fixes it, if so there is a bug with Planet Coasters Widowed modes, if it is forced into fullscreen, then Planet Coaster and OBS must have interference problems with each other.

why 720P

did you watch the issue is I see me moving around then do not see me place the objet

1080p's required bitrates is only supported (properly) for partnered streamers.

 

And yes, as said, probably an issue with Planet Coaster, you didn't describe the problem extremely well.
