2) because they have a limited lifespan and are much more likely to die if you buy them used. Also you don't know what had been on the drive before, and unless you completely overwrite it like 30 times it is always possible that data can be retrieved. And you don't want to be blamed for illegal stuff on your drive that you didn't put there.

i would say its 50/50 take this into consideration, why are they swapping it out? what is the current smart attributes? at that rate it could be a headache and a waste of money... so its always a risk to buy a hard drive that has been used and sometimes its just easier to spend a bit more for a new one ( sometimes you can buy external drives from segate, they contain a normal drive inside and just pop that into your pc. lol.

ask them to show you the SMART data first? (do note that it can be reset but im not sure how difficult that is) if you buy it and smart data on the drive doesnt match what they showed you, perhaps you could get a refund
