Anytime Upgrade cannot create system restore point SOLUTION (Win 7)

As I had this issue and couldn't find the solution by researching elsewhere I shall post the solution I used here.

If Anytime upgrade cannot set a system restore point make sure your system restore setting in System > System Protection > Configure > , is set to Restore system settings and previous versions of files.
