inexpensive sound card

So I need an inexpensive sound card to plug my speakers into because when I have my headset in the motherboard audio jacks and use the front panel jacks for my speakers there is background noise and buzzing.

all of those are really good (haven't tried them though) but i think the pci-e one is the best and btw they are a little over the budget
