4pin fans are powered via pwm which pulses 12v at different speeds to vary rpm and 3pin fans are powered with DC which varies voltage for the rpm. 

For proper pwm control, you need a header that supports it. Even though there may be 4pin headers on the motherboard, they might not actually provide a pwm signal and many call this false advertising. The cpu_fan header is usually the most reliable for pwm.

Yes and the case fan are 3 pin

Are they all the same fans? --I assume you're running 3 case fans off of one header.

I seem to get the same speed for the fan no mater what I do in bios

What about the third fan? You mentioned 1 rear fan and 2 front fans.

Are you adjusting the 'chassis fan' setting as opposed to the 'all fans setting'?

Your case fans are not pwm. You should be using the DC setting.

Where'd you get pwm from then?

All the fan settings are under H/W monitor.
