Hay guys so I want to build a PC but I need to know if a core i5-4460 with a MSI GeForce GTX 1060 6GB GAMING Video Card would be bottleneck

You really couldn't. It depends entirely on the game, the framerate you're aiming for, the sort of resolution/graphics details you're using, etc. Generalizations are not accurate. You can always create a CPU bottleneck on any combination of hardware if you use the right combination of variables.
