Am I right or (quick question)

If my cpu got tdp at 91 and my cooler 190 does that mean that my cooler can cool twice as much as I need??

Yes. The tdp of the cooler specifies what the maximum tdp cpu it could theoretically cool sufficiently. That is more than double your needed specification cooler

That'd be a crude simplification, yeah. Or you could say your cooler will be half as loud in achieving it's maximum cooling performance with this CPU. Albeit, especially the CPU will vary widely from the TDP. It's only intended to operate at that TDP, but it can be cooler or even hotter in cases.

Does that mean a be quiet pure rock 150 tdp can cool my i7 6700k and even overclocked

Possibly, to air cool and overclock you might need a better cooler, overclocking dramatically increases the heat output so if i were you i'd invest in an all in one watercooling loop for your cpu
