AMD FX-8350 Black edition Processer at 4 Ghz. no overclock

MSI 970 gaming (MS-7693) mobo

EVGA 4gb gtx 960

16gb DDR3 Hyperx fury at 1866mhz max speed. (was changed form Corsair vengance pro 16gb DDR3 at 2400mhz max speed)

1tb samsung EVO 850 SSD

EVGA Supernova 850 watt P2 power supply

Windows 10 64 bit

BIOS: v22.4

BSOD error: 0x000000EF

 

I started getting this bsod a couple of days after building this computer, where some programs like Hearts of iron 4, or naval action would cause the computer to lose sound output, and the abilltiy to make inputs to the computer, then the computer would crash, and it would work fine in just cause 3. after looking in the bios i found that it was limiting the corsair memory to 1300mhz, and bumping up the speed to 1866mhz stopped it form crashing but i still lost sound and input. after swapping the memory to the furys i am still losing sound or getting a breaking up type of effect, and the ability to make inputs to the computer.

 

What else could be causing the computer to crash like this?
