Uninstalled VS but it's still the same so I'm going to do system restore and then Install it without a single feature so we will see if it's VS or any feature.

 

By the way I found some forums where people have same issue. Only thing which is same in all specs (even mine) is CPU - AMD Phenom II. You think it might have something to do with CPU? All of them also have win8 or win10.

Ok I installed Visual studio without ANY features (just the default options) and FPS is good! So you are right it is some VS feature which is doing this. (I had android, git and few more features installed before so one of them is probably source of this issue).

 

So.... I think the topic is solved  Thanks for the help!
