Limited internet!

My friend (lets call him bob) his older brother (lets call him Jim) 

 

So bob has noticed a drop in his internet speed, and he thinks Jim is limiting him, the drop is so bad that he cant even play online games with me anymore, his ping is around 2000. Bob doesn't know the routers password, so bob cant check it out him self. What would be a way around this? could we take a Ethernet switch and plug the modem into it then plug his computer into the switch and the router into the switch? would this stop the limitations to his computer while still sending data through the router? please help we cant even voice chat!  And iv tried to tell bob to ask Jim, but Jim is like 6 foot 9 and bob is like 5 foot 9 and bob is very scared to do it.

As a temporary test, just plug the PC directly into the modem. That way... you'll know if the internet is having issues or someone is messing with the router.
