with a lot of modern titles 8GB is already starting to get uncomfortable.

All you need to do is broaden your selection to the other 99.9% of the games that aren't the latest AAA titles.

I used to play AC 3, WoW, GTA: SA, Civ 4 and 5, and a few others on a laptop with an i3 and 4GB of memory. Quite smoothly, in fact.

If you have €600 why not go with a  PC capable of Gaming. Here- http://pcpartpicker.com/list/sb6TCy

A GPU can't hurt. You can Watch movies at 4K and even game if you want.

Except he'll have to spend another 300€ on a 4k monitor, for a grand total of 1000€.

Not a smart investment, considering that there is almost no content on 4K, and you need a very fast internet connection to access it.

First build is perfect though. Though as an office PC you could also consider throwing in a CD drive, maybe.

You don't need an i5 or i7 for office use, the dual core i3 with good single core performance will be fine, nor do you need an additional CPU cooler, the stock one will do it's job. It's not like you're doing crazy stuff on this thing. Solid power supply. DVD/CD player/writer just for the hell of it. SSD, can go for 500GB if you need it, just don't buy any no-name brand. And an extra fan for the back to help front to back airflow.

Use whatever's left to buy la famiglia some gelato.
