Help with wiring fan

Okay so in that case ignore the blue and green, they are sense and control. Yellow will be the 12V+ and black is ground. 

I am wiring this fan directly into 12V DC but I have no idea which one is positive and ground. Here is the connector, in case you can't read the markings the black wire has the arrow, the green says TKG, and the blue says 2510.

 

How do I wire this into 12V DC and also if possible how do I wire it to a lesser voltage so it doesn't spin at the max RPMs?

Black should be ground, yellow positive. The blue and teal are likely tach and aux (LED?). What kind of fan are you working with?
