Anyone know how to fix error code 43 on second GPU?

Both cards work in slot 1, Whichever one is installed in slot 2 gets this error, preventing SLI from showing up in the Nvidia controll panel.

 

So far driver reinstalls, swapping the cards around, and using different SLI connectors hasnt worked.

Linus is my fetish.
