Im quite confused whether to get the rx 480 or gtx 1060. Can the build also include a decent monitor.

It's decent. It's a question of whether you want a TN monitor with Freesync or an IPS monitor.

Pretty good (but 988 pounds?!), but unless you definitely require 75Hz and 1-2ms response times, IPS panels are preferred anyday, due to their superior viewing angles, and at times much better color accuracy!
