I suggest the Phanteks PH-TC14PE for that price range.

I have a cryorig h5 ultimate, and it's great. It's a bit under your budget if you're talking USD, it's at $47 USD, but it's solid, good looking, silent, easy to install, and a great performer. I overclocked my i7 6700k to 4.6ghz at 1.295v easily, and the highest temperature in one of the cores is 76c when stress testing.

Honestly, even though @HKZeroFive hated on it, the evo 212 and Cryorig H7 are about the best bang for the buck.
