ISPs don't normally run FTP servers or have any sort of user accessible storage. Some might offer some sort of cloud storage product, but they usually partner with someone else who does cloud storage as a primary business. The closest thing is that ISPs can run transparent web caching servers, or make deals with high bandwidth sources like netflix or steam to either peer directly, or even get a server placed on the ISP's local network.

I'm going to say it now. If you are asking us about large scale enterprise networks for storage, you might not want to be doing those jobs quite yet.

Actually  In Our Area Local FTP Server + Local Torrent Server Is a Must For Every ISP... aslo GCC... Plus Cache Server
