GPU Usage Problems

I was playing cs:go and i had msi afterburner opened and i noticed that the usage was going up and down. it went from 100% usage down to 85% and kept rising and falling within those percentages. I don't think it is thermal throttling because the temps were at 60 degrees celcius. i was playing at 1080p medium settings. 

Specs: 

CPU-FX-8350

GPU-GT 730

Psu EVGA 500w

(Usage used to be at 100% all the time)
