Windows 10 file sharing

I have a windows 10 and another Windows XP machine (Both separate machines but on the same network). My XP machine can see the W10 machine in Network locations but cannot access it. This same issue happens with my W10 laptop. All PC's have firewalls for private networks disabled. Also, I need to mention I plan to use the XP machine as a network attached storage device. Whenever I go into Network and sharing center on my W10 machine and turn on file sharing it automatically turns back off. Is there a known cause for this?

try using the add a network drive wizard. dont use the list all pcs, its pretty bad
