Low budget, big results, need help

 So here is kind of the predicament that I am in;  my friends PC finally bit the dust,  problem being his budget-it's not too terribly great.   I'm building a PC but, I want to deliver a product that is very very high quality, for not a lot.   His budget is around 500 USD, don't worry about a case already have one for him out of pocket.   The restrictions of the build would be that it should run at 1080p, at 60fps, on high to ultra.   Any advice on parts for this would be great,  hope to hear from you guys soon.  

PS: He already has peripherals, and a monitor.

I doubt you'd get that kind of performance out of 500 unless you buy used parts, let me try to build something real fast it might be doable.

I'm willing to chip in to help him a bit, but I could only add about 100 USD to it.

What can you recycle from the old pc ?

Depends what he wants to play on high to ultra :D

Almost nothing, it is an antique, literally like a 2006 emachine equivalent.  Quite unfortunate.

So you have a case and screen and peripherals ?

you can't reuse ram hdd or anything else ?

 

but for 600$ it shouldn't be too hard

Bundle the motherboard and processor on microcenter to save 30 dollars, then use the 100 to buy your favourite version of windows, and then you're only a lil bit over budget c:

 

What about using G2A to get the Windows Key? a bit grey area I know, but would free up some $$ for superior hardware?

Really was a freak accident, while machine fried, really bad electrical fire; but yes, he does have a screen, case, and peripherals.  Six hundred dollars for the remaining, with the previous qualifications.

Did he go for that mad 5GHZ OC?

Hmm yes that would help, its kind of sketchy though. a better processor would indeed be nice however.

a build was recommended above,

if I where you I would get 4gb ram and skip windows ( find it on the side of the road if you see what I mean, or maybe G2A or kinguin ) to be able to get an i5 ( maybe older generation one on clearance )

If he gets the shield, he should be fine.

Sorry should have put in my previous post, I agree, definitely get the better CPU.

Serviced a good few E-Machines, was it one of the beige towers with the "never out of date sticker"?
