Do you want it to always stick to the bottom of the page whatever the browser size is on the monitor of the person who is looking at the page or do you just want the text to remain below every other content?

If you want the text to be below every other content on the page, it just has to be placed inside a tag (e.g. <p> or <div> or <span> or something else) and below every other content.

But if you want it to stick to the bottom of the browser window or page, whether the rest of the content for the page is long or short, you will definitely need to use a style.  Check this page out.  You can either create a CSS style called "footer" or define a style for the <footer> tag.

Did you check the demo and download source code?  It contains both a HTML file and a CSS file.  The solution is in the CSS file.

With only HTML I don't think you can do that, unless you put the style inside the HTML tag, like this:

<footer style="blah blah blah">This text goes in the footer</footer>

Why aren't you allowed to use stylesheets?

Yea if you can't explicitly use stylesheets that's the only other way to do it. Though by extension if you're not allowed using CSS at all, you cannot do what you're asking using only HTML.
