Windows 8.1 Not remembering panel location/size

This is going to sound really weird but it is annoying me alot. I always have all my programs setup in a specific way across my 3 monitors. From left to right: Spotify, Steam Chat, Steam Friends, Game, Chrome, Skype. 

 

I reinstalled Windows today because my computer was running slow. It's fast and virus free but for some reason it doesnt remember the size and location of all my programs. Before reinstalling it did. It would keep everything in place after reboots.

 

Is these a setting I need to mark to change this?

 

Please help!
