Keep programs on non-boot drive after hard reset?

Depends on the program, but most will probably have registry entries that won't come over with the reset. You'll most likely need to reinstall the programs

Many modern programs will just reinstall to the registry as soon as the executable is run without needing you to go through the whole installation process again. It depends on the programs you have tbh, some won't work but I have done multiple clean installs over time and almost everything I use ran just fine without needing to be reinstalled.
