You can only have your steam account fully active on one machine at a time. If you sign out of Steam on your old machine, you should then have the option to install all games on your new one. Also, you might have the game streaming function active, with your old machine set as the host; deactivate it through the settings tab (in-home streaming).

oh ok thanks, I didn't know that a host machine was a thing, I'll go check that and see what happens

ok so now the games that were originally only allowing me to stream aren't showing up to let me download them, and looking in the store I still have to buy them

yes, although it has just occured to me that the games I was having problems with weren't originally bought on steam, they were added on as non steam games, this is probably the problem
