Hi, can u OC the i5-6400 to like 4ghz? or over 3,5

You can't overclock the 6400.

Depends if you have a proper motherboard or not. And if the lottery is going to allow you.

 

But even then, it has so many drawbacks that it's advisable to do so. You want to OC? Then get an unlocked SKU.

Not at all you can even use a 480 if you want and it would be fine.
