Strange port forwarding issue

Okay, I just got a new router, which is hooked to this modem and the first thing I need to do is port forward.  The first port I forwarded worked perfectly fine (32400, for Plex).  Now I am trying to port forward 27015 to host a server on steam, but no matter what I do, how many times I restart the computer, modem, or router, I can't get it to work. (see pictures).  The firewall is completely off, my modem's page doesn't have an option for me to port forward, and I am out of ideas.

Steam also supports other ports than 27015, you can try ports between 27016-27019 or 27021-27032.

Try out these ports and see if any of them works for you.

I can't  forward ANY other ports. 32400 is the only one that works

This might sound stupid and logic, but try following the guide that Steam have published
