Should I get a 1060 or a 1070? At the moment I really only have about 200-300 saved up. I could go a bit higher but should I get a 1060 founder's edition. My current build is as follows:

I always recommend getting the best hardware you can afford. If you can only afford a 1060, that would be good for your 1080p gaming experience at 60Hz. If you get a 1070 then you can do more with it, or it will have extra headroom available when games become more demanding in the future.

Unless you want to go 1440p anytime soon, get a 1060 but don't get the founders edition, the small sc ones from evga cost $260 and have better cooling. Msi also makes a cheap dual fan version too.

OK, would I be able to run Arma 3 at max settings? Or GTA 5 at the max settings for 1080p at at least 60 fps.

If you are refering to GTA playablity then you would be fine definitely. My friend runs x2 MSAA + Very high settings on GTX 970 and gets stable 60fps. 1060 = 980. But get 1070 if you can :)
