It says it uses 290 watt so isnt 450 watt enough?

450 wont cut it,

 

a 550-600 watt PSU of your choice will do fine.

and you base that off what? that cpu wont pull more than 100 watts under load, and that gpu uses less power than an RX480 that managed to squeeze itself mostly into spec on just pcie and a 6-pin. (6-pin spec is hilareously lower than what they can actually pull, btw)

Why not?  Surely a good quality 450 will be better suited than a run of the mill 600.  Remember total power required is 295 Watts

It is enough, barely. Highly recommend a 550w PSU, yours might do it but it really isn't all that good. As mentioned earlier
