Do you have any suggestions on settings changes, reg edits, anything? I've disabled frame pacing and disabled ULPS in Afterburner.

try disabling "Power Efficiency"

try DDU and reinstall 16.7.2

is the game in Steam on UWP?

It's in global gaming settings

 

I believe UWP still doesn't support exclusive full screen and therefore no CrossFire

and I believe in UWP you are still forced to VSync at least in RoTR, Forza already got the unlimited FPS patch

Just disable Crossfire. I asked about Pascal vs Volta and people said that SLi and Crossfire will be a thing of the past.

Just sell 1 of the cards, at 1080P it's silly anyway to run Crossfire.
