Don't downgrade the gpu for the sake of running old games at faster frame rates for fucks sake, lol.   What do you mean turning vsync on wasn't good? what happened?

Basically, I had one games of smoothness like butter in a frying pan but then the second game it dropped to 30 fps then back to 60 messing up my mouse smoothness

New pc is not needed.  A 144 hz monitor will only exacerbate the problem with an i5 at high refresh rates, and the 970 is getting to the point where it's only a 1080p60 card for new titles, so the high refresh rate will be wasted on the card and cpu.  The i7 would be the best options out of those listed, but a 4690K matches the 970 a little better. Of course if you wanted to upgrade gpu later, it'll be better to have the i7, but you still have a very cable rig.

i know my temps for the game for 80 minutes 

 

31 - full load cpu 100 percent

75-80 gpu 89 percent

Yes, but we want to see if the boost clock is reduced from max temps, or if it is remaing stable. GPU boost adjusts the clock, and "throttles" the card sometimes even if the temp isn't dangerous.  We also want to see the frame buffer usage throughout the game to see how much of the cpu is being used most of the time.

Download MSI Afterburner, open it.  Open the graphs section at the bottom (just click detach), and click on the settings button to select which graphs you want displayed.  Select clock speed, fb usage, temp, power limit, and maybe cpu temps.  Also set number of columns to 2 in order to show all of the graphs at once.  Then, with the program running, start your game and play normally for 10 minutes or so.  The program will monitor all of the data, and when you exit the game it will be in all of the graphs you set up before.  Use the snipping tool to take a picture of the graphs, save it as graphs_ltt, and then upload it using the function at the bottom of the reply box.
