Is it my cpu or gpu

Download MSI Afterburner, open it.  Open the graphs section at the bottom (just click detach), and click on the settings button to select which graphs you want displayed.  Select clock speed, fb usage, temp, power limit, and maybe cpu temps.  Also set number of columns to 2 in order to show all of the graphs at once.  Then, with the program running, start your game and play normally for 10 minutes or so.  The program will monitor all of the data, and when you exit the game it will be in all of the graphs you set up before.  Use the snipping tool to take a picture of the graphs, save it as graphs_ltt, and then upload it using the function at the bottom of the reply box.

You are using a max 27% of the frame buffer there (or 27% of the available frames provided by the cpu), and mostly using only half of the gpu, max 88%.  You also are only seeing 94% power limit.  I would set the power limit to 106% and watch the temps, adjusting the fan curve as needed. Then run a more demanding game. This is bf3, no?  Try witcher 3 or mordor.  

 

Certainly I would try overclocking the 970 before giving up on the cpu.

Ah, little different, lol.   Still, you need an open world game like witcher 3 or gta V to see if you're cpu limited.  FPS games really only push the cpu at high frame rates. That's why it's weird to see you having drops with vsync on.

Lol...It's in my steam list but I've never opened it.  Is it open world?  Either way, give it a shot and post the graphs. Ideally you want gpu usage at ~99%, with fb usage under 80%.  That gives you room for your cpu to do something in the background without causing massive amounts of stutter.  You are much better off when you are GPU limited than CPU limited.  In your case, you really should be in most cases, so i would say try overclocking the 970 to see if the fps drops stop.  Also, add frame time graphs to the list to see if they are dropping.

im playing and the fps drop has stopped for now ill play more

go with a z97 pro gamer. if u wanna change the cpu go with a i5 4690k.
