I heard there isn't a huge difference in the old haswell i5 and the new i3 6th gen hyperthreaded cpu? is that correct

An i3-6100 may be worse than the 4570 - certainly, no better.

An i5-6500 would be better than the 4570, but I'm not sure how much better. Depending upon what you're doing, it may not be worth the upgrade or it might be better to upgrade your graphics card

If you are playing common FPS shooters or similar (or not gaming at all) you probably wouldn't see any real change in performance.

If you are playing (or want to play) MMOs like SWTOR, GW2, WoW, etc, or other CPU heavy games like GTA V, you'll want to go for the i5-6500 (or better).

A sieve may not hold water, but it will hold another sieve.

i5-6600, 16Gigs, ITX Corsair 250D, R9 390, 120Gig M.2 boot, 500Gig SATA SSD, no HDD

If you want to overclock and are willing to buy a new motherboard and cooler along with the CPU, yes. If you're not looking to overclock, no.

I enjoy buying junk and sinking more money than it's worth into it to make it less junk.
