so Im using a 790i sli board, a stryker ii nse to be exact and its being a pain...

Im trying to install windows and no drive is showing up...

figured this would be drivers. downloaded the jmicron driver for the board and put it on a usb. when trying to load it I get this...

to continue installation, use the load driver option to install 32 bit and 64 bit signed drivers. installing an unsigned 64-bit device driver is not supported and may result in an unsuable windows installation

any ideas on how I can force it?

That I am not sure that was a complete guess because unless you already have an operating system installed and are trying to upgrade I would see no other way you could bypass it, now that I think about it using your bios would make no sense.
