The reference RX 480 once it's actually in stock. I'd opt for an aftermarket model but that may add another $20-30 on top.

Hold on, what If I told you I once payed $60 for a GTX 960 by going to my local computer shop and giving then old components for in-store credit? I don't think they would have an RX 480 in stock, but I'm positive they have a 970...

The GTX 970 is a decent choice provided if you can get it for cheap. But as Vulkan and DirectX 12 gradually come out, I'd be more happy with a AMD card in this price range such as the R9 390. Either that or the GTX 1060 but that'll probably be well above $200 and somewhere from $250-300.

RX480 most definitely is going to be the best bang for the buck.

 

EDIT: just read your above post, If you can go and get a used 970 with a trade and cheaper, then do that. The 480 and 970 perform on par in benchmarks with current titles. However, the 480 will likely start pulling ahead with driver optimization and vulkan/DX12 support becomes more readily deployed.
